CEC Opens Detroit Office Led by Industry Experts to Enhance Michigan Services

Civil & Environmental Consultants, Inc. is pleased to announce the opening of our new Detroit office, extending the comprehensive suite of services offered by CEC nationwide to the state of Michigan.

Sean Paulsen

Sean Paulsen, P.G., leads the Detroit office with a slate of homegrown talent and experience. Tim Murphy is the Operations Lead for the office, as well as overseeing the nearby CEC Toledo office.

“It is important to have a local presence for your projects. Our Michigan-based team has a lot of Michigan clients, and we want to continue to serve them, as well as to supplement our existing work throughout the state,” Sean said.

Meet Our Detroit Team

Sean is a University of Michigan graduate with 29 years of solid waste compliance and permitting experience in the state and throughout the Midwest. He looks forward to leading the charge and growing opportunities for the new office.  A licensed professional geologist, he formerly served as Waste Compliance Practice co-lead in Toledo. He is a member of Michigan Waste and Recycling Association and Engineering Society of Detroit.

These three seasoned professionals join Sean in the new office, located in Wixom.

Lynn Jankowski, P.E., is a project manager in the Environmental practice with 37 years of experience performing environmental compliance and due diligence activities. Lynn has experience in many different areas of environmental compliance, including SPCC plans, stormwater permitting, air permitting and emissions reporting, EPCRA and TRI, and Phase I & II. She has completed multiple Baseline Environmental Assessments (BEAs) and Due Care Plans in Michigan, as well as performing due diligence projects related to facility acquisition for sites across the United States. Lynn is a member of Michigan Manufacturers’ Association and Michigan Aggregates Association, and a graduate of Michigan Technological University.

Carolyn Powrozek, C.P.G., is a project manager and senior geologist who brings 23 years of experience in underground storage tank removal and solid waste compliance to the new office. Carolyn is a landfill expert, performing project management and data management for waste compliance monitoring, with a focus on groundwater statistics. Carolyn has also conducted multiple hydrogeologic investigations for landfill expansions across Michigan. She has extensive experience with Michigan Part 115 Landfill Hydrogeologic Monitoring Programs and US EPA Coal Combustion Residual Groundwater Compliance Programs. Carolyn is a member of American Institute of Professional Geologists, Michigan Waste and Recycling Association, and Engineering Society of Detroit. She is a graduate of Lake Superior State University.

With more than 35 years of experience as a solid waste geologist, Mike Takacs serves CEC Detroit as a senior consultant. Mike is an expert in landfill compliance, with a specialty in hazardous waste compliance. He is well versed in the permitting and reporting requirements under the Resource Conservation and Recovery Act (RCRA) and Toxic Substances Control Act (TSCA), and has performed inspection, monitoring, and reporting work under the NPDES and SPCC. Mike is a graduate of Michigan State University.

A Strong Local Presence

“Our team ‘grew up’ in Michigan and has deep local ties to sites and clients,” Sean says. “We know the state regulations and have a strong understanding of the history of many sites throughout Michigan. We have an excellent working knowledge of the regulations and have developed strong trust relationships with the regulators.”

“We are starting off strong with a deep bench in our Solid Waste and Environmental Compliance practice areas and plan to grow into a complete, full-service office,” he adds. “CEC is currently working for Michigan-based clients from multiple offices across the country and is looking forward to serving these clients from a local office.”

Tim concurs, he wants to highlight all of CEC’s capabilities. “We are very interested in growing our Detroit location and, in the short term, looking to add senior level practitioners in our Civil and Environmental practices.”

Michelle Vargo, Senior Corporate Recruiter for the new Detroit office, adds it is an exciting opportunity which allows prospective staff to be part of a new office without having to start it from the ground up.

Sean points out CEC Detroit is a growing office with great opportunities for career development, where CEC’s employee-owners have a personal stake in the business.

“Recent market changes have created an opportunity for this new office. We are here to provide high-quality, client-based service,” Tim concludes.
