CEC Oklahoma City welcomes Andy Richard as a Senior Project Manager in its Cultural Resources Practice.
He brings 14 years of experience to his new role at CEC. His most notable projects as manager and principal investigator include cultural resources excavations in Carlsbad, New Mexico, for the Double E pipeline, the Arroyo Hondo survey in Santa Fe, New Mexico, projects for the Utah Department of Natural Resources, Navajo Nation, and working as tribal archaeologist for the Northern Cheyenne. Andy has professional experience in Tribal Consultation gained from representing the Northern Cheyenne and working with many of the Northern Plains tribes, and Federal and State Agencies throughout the Northern and Central Plains.
Andy holds state permits in New Mexico, Arizona, and Utah and is permittable by the Bureau of Land Management throughout the Southwest, Great Basin, and the Northern Plains.
He is a University of Arizona graduate with a bachelor’s degree in anthropology with a minor in geoarchaeology and a master’s degree in applied archaeology.

CEC Oklahoma City began as KBGE in August 2015 and was acquired by CEC in March 2018. KBGE brought to the table a wealth of real estate and public sector expertise. In June 2018, CEC acquired SEDCo and added that team to the office. SEDCo brought 30 years of solid waste design experience. Together, the Oklahoma City office is now growing both of those markets in the tri-state area. We’ve also added surveying and environmental engineering practices, which brings more potential projects.
We provide services for a wide range of public and private projects, including single-family, multi-family, and master-planned communities; site development; retail and senior living facilities; mixed-use projects; solid waste projects; transportation projects; and water resources projects. Our engineering services on public infrastructure projects include major roadways, storm sewer/drainage systems, utility projects, detention and water quality facilities, water distribution systems, wastewater gravity systems, and hydrological and hydraulic flood studies. Our staff has experience in engineering design, project management, construction management and plan production/oversight, and contract management.
