Robert Van Hyning, P.E., joins CEC’s Southern California operations as a Senior Principal in our Civil Engineering practice. He has more than 42 years of experience in civil engineering, environmental engineering, solid waste, and mining.
Robert practices in a wide range of technical and management areas. His civil engineering and site design projects have generally been focused on horizontal infrastructure (e.g., pipelines, roads, offsite utilities) and water resources. Projects have included siting, conceptual design, permitting, liner systems, leachate management, landfill gas control, compost facilities, closure, and environmental compliance. His experience in mining and aggregates has included designing and permitting heap leach pads, stormwater control structures, and dams (water retention and tailings). Robert’s environmental work has included supporting analyses under the California Environmental Quality Act, site assessment, operation of gas recovery and groundwater treatment systems, and supporting legal teams in response to third-party water quality lawsuits. He has also prepared remediation and redevelopment options for large brownfield sites, focusing on oil and gas projects. In his previous role, Robert managed a 70-person team as a Business Line Leader for Civil and Geotechnical Engineering in California.
Robert is a licensed professional engineer in California and a member of the American Society of Civil Engineers and the Solid Waste Association of North America. He has a Master of Business Administration from Pepperdine University and a bachelor’s degree in civil engineering from California State Polytechnic University.

Established in 2021, our San Diego operations expanded our company’s footprint on the West Coast. The addition to our California operations enabled us to better serve some of our national clients who already have operations in the state while providing opportunities to bring CEC’s multidisciplinary expertise to new clients. In 2022, we officially moved into a new space near the beach.
